César Vidal: Estamos de regreso y estamos de regreso para dar inicio a esa parte del programa que aquellos que son seguidores habituales de La Voz saben que es mi parte preferida. Siempre tengo que decir, porque es obligado y es de justicia que esas secciones con las que concluimos el programa diario de lunes a jueves son secciones extraordinarias servidas por extraordinarios profesionales. Pero la sección del viernes siempre es algo especial, porque siempre traemos a alguien especial que nos puede ofrecer algo especial que varía a veces del mundo del teatro. A veces es la literatura, a veces es la historia, a veces puede ser el cine, el ballet, etcétera Es muy variado, pero siempre ha realizado aportes que serán más o menos conocidos, pero que nos parece que son extraordinarios. Es el caso de nuestro invitado de esta noche, que es autor de uno de los libros más interesantes que yo he leído en los últimos tiempos. Libro de lectura que casi, casi, casi me atrevería a decir que es obligada y que se titula Biografía no autorizada del PNV del Partido Nacionalista Vasco. Esto de las biografías no autorizadas suele ser bastante interesante. Es algo que viene del mundo anglosajón, donde ocasionalmente a una persona le permiten acceder a una serie de documentos para que publique una biografía autorizada, que generalmente es una biografía que no deja mal al biografiado. Todo lo contrario, suele tener un sesgo positivo, aunque a veces tenga también documentación adicional. Pero luego están las biografías no autorizadas, que por regla general son las mejores, porque efectivamente no llevan un marchamo de aquellos a los que se biografía, sino que suelen llevar un marchamo de búsqueda de la autenticidad, de la verdad y de la realidad. Y es lo que sucede con esta biografía no autorizada del PNV que ha escrito Fernando José Vaquero Oro quieta. Don Fernando José, muy buenas noches y muy bienvenido.

César Vidal: Primera cuestión que es obligada aquí porque a mí me parece que es enormemente importante. Usted dedica el libro a todos los navarros y vascos que siguen luchando para que España viva. Qué pretendía don Fernando José Baquero cuando empezó a trabajar en la redacción de esta biografía no autorizada del PNV a donde quería llegar?

Fernando Vaquero: Sí, bueno, realmente perseguía dos objetivos. El primero de ellos era proporcionar un arsenal argumentario a todos los compañeros, a todos los amigos, a todos los correligionarios, miembros de asociaciones, partidos de sociedad civil. Pues que no se resignan a que España se rompa y y a que? Y y y para que continúen plantando cara frente al totalitarismo nacionalista que se viene implantando en el País Vasco y también en Navarra y que han logrado extender por buena parte de España una leyenda rosa e increíble. De tal manera, pues el PNV sería el partido más honrado del mundo, tendría una trayectoria ejemplar, sus procedimientos serían democráticos, su mirada siempre humanista, sería un leal colaborador con los diversos gobiernos de la nación, entusiasta del proyecto europeo e avalista de la sociedad civil. Y lo cierto es que quienes pues sufrimos el nacionalismo vasco del PNV o de su derivación terrorista de la izquierda abertzale y ETA, pues somos conscientes de que es una leyenda y como tal leyenda, pues hay que contrarrestarla con los hechos. Y para eso hay que mirar la historia antigua y reciente del PNV y buscar sacar a relucir aquellos, aquellas capas, aquellos episodios, pues que realmente no son en absoluto ejemplares y que aunque estaban prácticamente todos en internet o en magníficos libros, pues que era necesario agruparlos para proporcionar una visión de conjunto. Entonces el segundo objetivo era también de cara más, más personal, hacer una especie de proyecto más amplio, de fin de de cómo la construcción nacional vasca como proyecto estratégico, con múltiples implicaciones tácticas, intenta doblegar Navarra, insertarla en un proyecto histórico voluntarista, ideológico y ajeno a su historia? No? Y entonces? Pues en mi proyecto es tres volúmenes, uno primero dedicado al PNV. Un segundo. Marchal y 1/3 a las realidades concretas de esa construcción nacional vasca navarra, a través de sus múltiples brazos, de los grupos de desarme, de difusión del euskera, en el ocio, en el folklore de partidos políticos, instrumentos mediáticos en internet y, por supuesto, teniendo muy en cuenta la acción de los partidos políticos y especialmente el aval acelerador que ha jugado el terrorismo de ETA en la implantación de la agenda nacionalista.

César Vidal: Bueno, estamos en este primer volumen. Yo insisto en que es un primer volumen interesantísimo, muy bien escrito, muy bien investigado. Y hay un personaje, generalmente la gente que ha estudiado o que conoce algo del PNV, del Partido Nacionalista Vasco. Hace siempre una referencia al fundador, que es Sabino Arana, al que nos vamos a referir. Pero usted dedica un capítulo muy interesante, que es el 4.º capítulo del libro A Joseph Chao Chao que que fue un precursor. Quién era este personaje?

Fernando Vaquero: Sí, un francés natural de Bayona, que hablaba perfectamente el euskera en su variedad su latino, y que fue pues un personaje romántico que estuvo pululando en los entornos de la Primera Guerra Carlista. Él personalmente, pues era era jacobino, era centralista e inclinado a las ciencias ocultas, al esoterismo, al hinduismo, incluso muy interesado en la filología vasca Schule. Pero que en la guerra carlista. Pues apoyó a aparentemente a los carlistas. Pero que él interpretó que la guerra carlista era una guerra de secesión de los vascos contra España, no? Una interpretación que en ese momento absolutamente nadie entendía porque tanto isabelinos como carlistas luchaban en nombre de España por un modelo de España, evidentemente, pero siempre por España. O sea, no había otro tipo de intereses ni de doblegarla al servicio de otros intereses y mucho menos de fragmentar, no? Entonces, bueno, algunos lo califican de doble agente, de personaje romántico, de buscavidas, pero dentro de sus virtudes. Bueno, pues elaboró un escrito que pasó a la posteridad, que es viaje al país de los vascos en la guerra de España. Y luego elaboró una serie de escritos de carácter filológico, algunos escritos literarios, y luego, por ejemplo, los inventó en hombres como el famoso nombre Aitor, tan presente, tan conocido y que muchas personas ignoran que realmente su origen es del siglo 19, que Aitor no es un no es un nombre antiguo que tenga 2003 mil años de historia para nada. El inventa y luego sería resucitado por el euskera con Navarro, Arturo campeón, y a partir de ahí se extendió a toda la mitología que se viene imponiendo, a todos los mitos, a todas las leyendas que mucha gente se cree literalmente a pies juntillas.

César Vidal: Ahora aquí nos encontramos con que efectivamente es un personaje curioso, porque él hace una interpretación de las guerras carlistas absolutamente disparatada. Recuerda a ese artículo irónico y graciosísimo de Mariano José de Larra que te hablaba de ese extranjero que venía a España, se quedaba una semana y luego te hacía una descripción de lo que era España, que no tenía punto de contacto con la realidad, pero que los mismos españoles se acababan creyendo. Paul Preston no nació ayer. Antecedentes. Y este es un caso parecido en ese sentido. Llegamos a Sabino Arana. Quién es Sabino Arana? Cómo es que Sabino Arana acaba creando eso que se suele denominar Partido Nacionalista Vasco? Aunque en realidad el nombre en vascuence es un nombre distinto.

Fernando Vaquero: Bien, Sabino Arana es un hijo de su tiempo. Nace en una familia muy católica, de orígenes carlistas y concretamente integristas, que era la facción, digamos, más confesional, más papista que el Papa. En la época eran estos carlistas que rezaban por la conversión del Papa, porque entendían que al fin que se estaba desviando de sus objetivos y de su primado, etcétera no, entonces, bueno, el nace en una familia que ha perdido mucho dinero en el entorno de la Tercera Guerra Carlista y es muy influido por su hermano Luis. Su hermano Luis viaja a Barcelona en Barcelona conoce al periódico, al. Al creciente nacionalismo catalán que, como todos los nacionalismos de la época, nace al albur del romanticismo del siglo 19, del redescubrimiento de las lenguas vernáculas de la historia, de la narrativa histórica al estilo Walter Scott, etcétera. Entonces, cuando regresa Luis de Barcelona, pues en sus famosas conversaciones en el en el jardín de su casa familiar. Pues le descubre que que que. Que los vascos son un pueblo distinto que no tiene nada que ver con los castellanos, que tiene unas características raciales, temperamentales, religiosas, que lo hacen distintos y entonces si se encuentran subyugados, pues pues algo habrá pasado y algo habrá que hacer. Sabino Arana descubre ese mensaje, se siente iluminado y esa iluminación con una se ve reforzada con una serie de conversaciones, con una serie de personajes que en sus escritos cuenta que van a Santander con un pasiego, etc, pues él va dando conformidad a ese sueño y le proporciona los principales instrumentos de carácter simbólico, filológico y político, desde la elaboración de la ikurriña al concepto Euskadi, a la palabra abertzale, al grito de Euskadi e realiza también una importante investigación filológica. Intenta actualizar el euskera que se encontraba atomizado pues en, en, en en casi una docena de dialectos territoriales. Y si bien. Bueno, pues muchas de sus investigaciones serán tomadas un poquito a risa por los expertos de la época que venían ya un par de décadas investigando en euskera, pero lo cierto es que le correspondió ese mérito. Logró también al albur un poco, pues, del desengaño que había generado en algunos sectores de la sociedad vizcaína y vasca. Pues las leyes de abolición foral derivadas de la tercera guerra carlista. Pues logró generar un caldo de cultivo que algunos grupos de de simpatizantes que entendían que ellos eran distintos, que tenían derecho a un futuro mejor, que procedían de un pasado heroico, que la industrialización traía grandes riesgos, que los inmigrantes que llegaban masivamente Castilla para trabajar en las minas, en la siderurgia, etcétera, especialmente de Bizkaia, pues pues pues traían. Lo peor de España es la mentalidad ilustrada, el baile de la garra. O eran vagos, eran promiscuos, eran proclives a ideas liberales, socialistas y masónicas en palabras literales? No, Sabino Arana no, no tiene una trayectoria política corta realmente, pero él funda el primer centro vasco en el que estaba prohibido el acceso a toda persona que no supiera euskera, no fuera católica y no fuera enemiga de la nación vizcaína. Posteriormente fundara el.

Fernando Vaquero: No, no, en ese momento no eh. Posteriormente, un par de años después funda el Euskadi Buru, que será el el el la primera estructura que dará originariamente finalmente el 195 al Partido Nacionalista Vasco.

César Vidal: El en un momento determinado. Sabino Arana, además, tiene posiciones curiosas. Por ejemplo, se alegra de que España pierda la guerra de 1898?

Fernando Vaquero: Si. Efectivamente. Y eso le generará un ingreso en prisión y. Y esos ingresos siempre son. Que tuvo realmente por vulnerar la legisla la. La legalidad de la época. Pues eso le impulsará a una pirueta final que es la fundación de la Liga Española de Vascos Españolistas, no que no muchos entendieron. Algunos pensaron que realmente Sabino Arana se estaba arrepintiendo de sus pecados nacionalistas, pero en la literalidad de las cartas que él escribió y de los documentos en los que desarrolló esa idea, realmente era un intento de vamos a aprovecharnos de la legalidad, vamos a hacer creer que somos regionalistas, alimentemos el regionalismo de otras regiones de España, que España se debilite gracias a la acción concertada de todos estos regionalismos que queremos impulsar. Y entonces el pueblo vasco accederá finalmente a la independencia. Y ese es el espíritu real de la unidad de las españolistas. Y con con esta peripecia política muere prematuramente con apenas 38, 39 años.

César Vidal: Sí, es cierto. Yo estoy de acuerdo con esa interpretación. Yo recuerdo que la primera referencia que yo tuve a la Liga de los Vascos españolistas fue por un artículo largo de José María de Areilza. Areilza lo interpretaba como un arrepentimiento final de Sabino Arana, quizá forzado por las circunstancias, pero arrepentimiento. Pero es cierto que cuando uno estudia todo el entorno, ahí lo único que hay es retroceder un paso para luego poder tomar carrerilla y llegar a donde siempre hemos querido llegar. Hay un elemento muy interesante. Yo creo que es uno de los capítulos del libro que casi hombre por un lado te provoca rechazo y casi preferirías no volver a leerlo. Pero por otro lado es de los que hay que leer con más atención que si ese capítulo 6.º, con esa antología breve de Sabino Arana, Sabino Arana era yo diría que racista hasta la repugnancia. Y usted me corregirá?

Fernando Vaquero: No, no, no le puedo corregir porque era racista hasta la repugnancia misógino. Un supremacista en el lenguaje de hoy realmente repelente. Si en lugar de esas frases, esas expresiones, esas comparaciones que realizaba los españoles son peores que los chinos de la coleta. Bueno, llamándoles de todo, ennegrecidos, bajitos, torpes, enclenques. Todo es desarmonía, eh? Proclives a todo tipo de ideas, disolventes, promiscuos sexualmente, de bajo nivel intelectivo, pero. Pero no sólo en relación a los españoles, porque después también negros, orientales, etcétera indios, aborígenes de la América hispana, lo mismo los adjetivos, las expresiones eran tremendas. En el contexto es posible que se puedan encontrar otro tipo de autores en sí en la línea, pero ya desde luego sería totalmente inaceptable.

César Vidal: Hay una cuestión con Sabino Arana. Sabino Arana fallece. Fallece efectivamente joven, qué sucede con ese PNV en ciernes que que hay en esos momentos que incluso está tomando un reposicionamiento para alcanzar los mismos objetivos, pero intentando sumergirse de alguna manera bajo la capa de la legalidad. Qué sucede con el PNV desde la muerte de Sabino Arana a inicios del siglo 20 hasta que finalmente se proclama la segunda República?

Fernando Vaquero: Bueno, el partido lo que hace es fortalecerse. Si bien sufre bastantes convulsiones internas en sus momentos iniciales, le sustituye a uno de sus mejores amigos. Pronto entra en contacto con la familia De la Sota, que es uno de los principales navieros y fortunas de Vizcaya de esa ciudad. Es forista más moderado, más posibilista y lo cierto es que bueno, van ganándose cargos electorales, sobre todo en los ayuntamientos. Por ejemplo, Bilbao, Bermeo, Abando, 1910 se constituye ya el primer grupo del PNV en Guipúzcoa. A partir de elementos procedentes del partido integrista se va conformando y en 1920, 21. Pues cambia de nombre por Comunión nacionalista vasca, entendiendo que había que moderar el mensaje, que había que adaptarse a la legalidad y que había que que buscar elementos de diálogo con otras realidades sociales a las que. A las que a voluntad, especialmente pensando hacia el tradicionalismo y el aforismo de matriz liberal, es un sector. Irreductibles no lo acepta. Se crea una una facción a derri patria e una e i i y en la que supuestamente se recordaría el pensamiento sevillano más radical. Y en estos 31 vuelven a construirse. Se resucita al antiguo nombre del Partido Nacionalista Vasco y todavía entonces tiene lugar una pequeña escisión que es la de los mendigos anales o montañeros, el ER en el que a modo de milicia, entre milicia y grupo de montañeros, pues, pues varios cientos de jóvenes se alimentan en el radicalismo sahariano y de hecho en la guerra civil formarán dos batallones el del joven ejército de Euskadi al servicio del PNV. El el. Son unos años de de conformación del mensaje, de consolidación y implantación por todos los territorios vascos. Tienen corresponsales también en el País Vasco francés. Empieza a crecer en Navarra, en Estella, en Pamplona, en no llega a tener un gran arraigo. Pero lo cierto es que el PNV pasa de ser una realidad casi exclusivamente vizcaína cuando muere Sabino Arana a ser una realidad desde su perspectiva nacional.

César Vidal: Y llega la Segunda República. Cómo es la evolución del Partido Nacionalista Vasco durante la Segunda República? En el sentido de que es un partido ferozmente católico, por decirlo de alguna manera, o integrista católico, pero que al mismo tiempo choca con la idea incluso de la República que pretendía mantener un régimen de unión integral. Y cómo? Cómo va a vivir el Partido Nacionalista Vasco? Los cinco años casi escasos de esa segunda República.

Fernando Vaquero: Experimentó un realmente una tacticismo fascinante. Al principio opta por la vía del Estatuto vasco con los diputados tradicionalistas y fue vista. Se genera, crea en el Parlamento de Madrid una minoría vasco navarra y su voluntad es que se aprobara al amparo de la Constitución republicana, un Estatuto de Autonomía que garantizara la libertad para los católicos y el predominio de la enseñanza católica de las manifestaciones públicas de la Iglesia Católica. Porque el PNV entonces tenía una relación íntima y estrecha con la fe, con todo tipo de instituciones católicas y la mayoría de sus miembros, pues realmente eran, eran un pueblo católico. Pero la estrategia dura poco porque ven, comprenden que no tiene viabilidad, que las izquierdas no lo van a permitir, no quieren, no están dispuestos a permitir un Gibraltar vaticanista en el norte de España, como se decía, y en las elecciones, ya que queda lugar al triunfo del Partido Radical y en con con, con alianzas puntuales con la CEDA, pues el PNV opta por una cierta equidistancia y van por libre. Y en el año 36 vuelven a ir por libre. No optan ni por el Frente Nacional Contrarrevolucionario ni por el Frente Popular, pero sí que participan en la Comisión de Revisión de Actas febrero del 36, que falsificó numerosos resultados y que aseguraron una mayoría absoluta por parte de las izquierdas. Es decir, ya en un ejercicio de realismo político, entienden quién es el caballo ganador y optan por. Por, por esta opción. Entonces, lo cierto es que terminan votando al Presidente de la República y ya iniciada la Guerra Civil, pues al amparo de la Constitución republicana y si bien las Cortes republicanas estaban casi disminuidas en Valencia y a partir de una asamblea de electos municipales de vascos, pues se redacta un estatuto y se declara un estatuto de autonomía que unilateralmente lo proclamaran República Vasca y al de al que votaran de de un ejército, el ejército gudari con el que el mando del Ejército Popular del Norte, pues tendrían enormes discrepancias y dificultades. Entonces. E implantan esta, este efímero estado República vasca en Vizcaya y una pequeña parte de Guipúzcoa que todavía no ha caído en manos rebeldes. Pero cuando ya en abril mayo de 1537 se van a perder los últimos reductos de Vizcaya, pues tiene lugar el nefasto pacto de de Santoña, por el cual el PNV se rinde unilateralmente y por separado, no ante el conjunto del ejército del general Franco, sino solo ante los fascistas italianos del CTV. No? Eso genera. Bueno, pues un claro espasmo por parte de sus aliados republicanos. Y responde pues a que no quieren luchar por por la República fuera del País Vasco? O sea, ellos entienden que es una guerra civil entre españoles y que ellos pues pues que no pintan nada, no? Lógicamente sus correligionarios de la izquierda, comunistas, anarquistas, quedarán alucinados y tampoco Franco los terminó de comprender. En cualquier caso, la represión subsiguiente que sufriera el PNV en España o también en Francia, por ejemplo, a manos de las SS o la Gestapo de Habermas, una vez ocupada Francia en el 41? Pues no, nada tiene que ver con con la que sufrieron pues comunistas, anarquistas o republicanos que terminaron en Buchenwald, etcétera.

César Vidal: No, no, eso. Eso es evidente. Bueno, de hecho, de hecho, cuando Alemania ocupa Francia en el verano del 40, al PNV le faltó tiempo para ponerse en contacto con los alemanes a ver si había alguna posibilidad de de colaborar. Y por cierto, uno de los miembros del PNV que se pone en contacto con los nazis para colaborar con ellos, pues era la. Anda buru. Por mucho que se pareciera, la Buru se parecía a la cruz gamada. La esvástica estaba en otras cosas el Führer. Hay una cuestión que es bastante interesante también, y es que ese PNV que va brújula cuando durante la Segunda República, es decir, se acerca a una dirección o a otra, según le parece que el viento puede soplar mejor en sus velas. Y eso explica que en un momento el sector forme parte de un sector duro, católico, no muy favorable al régimen de la Constitución del 31, pero que en otro momento, por ejemplo, cuando son las elecciones del 36, pues respalde el pucherazo electoral del Frente Popular porque piensa en el Frente Popular, va a sacar algo más. Hay un elemento que además es bastante claro en su libro también, y es el hecho de que el Partido Nacionalista Vasco, al estallar la Guerra Civil, no todos están apoyando al gobierno del Frente Popular. Es decir, hay un sector del Partido Nacionalista Vasco que no ve con malos ojos el alzamiento militar.

Fernando Vaquero: Sí, efectivamente. De hecho, recientemente, la Fundación Popular de Estudios Vascos, a través de uno de sus autores, ha publicado dos volúmenes acerca de lo que llaman los Pactos de Bilbao, que serían, digamos, las conversaciones que dieron a la Guerra Civil y por el cual elementos muy significativos, sobre todo del PNV en Gipuzkoa, pues hablaron e intentaron negociar con los tradicionalistas. Estuvieron al tanto de sus negociaciones, de sus diálogos con el Ejército, con los sectores del Ejército, mola la Unión Militar Española, etcétera Y de hecho, cuando tiene lugar la el inicio de la Guerra Civil, hay unos unos días de de estupor. Si va a reunir en Euskadi Buru tienen que suspender la reunión en el País Vasco y Navarra queda dividido en dos y las el el el Álava Buru Bachar y el Navarra Buru del PNV, pues se emiten sus comunicados de apoyo, con sus matices, con su lenguaje. En el caso de Álava, con mucho más entusiasmo. En el caso de Navarra, con un lenguaje mucho más ambiguo por el cual básicamente dicen que al tratarse de una iniciativa de orden y con buenas intenciones y de orientación católica, pues que. Que por favor se pongan a disposición de las autoridades militares, no? Entonces disuelve la organización y no pocos de sus militantes, tanto en Álava como en Navarra, e incluso algunos de sus dirigentes más ilustres como fueron Ramiro Goñi o Manuel de Aranzadi, aquí en Pamplona, pues se incorporaron como voluntarios en el Ejército Nacional. No olvidemos también que ya terminada la guerra en el País Vasco, en Vizcaya, pues varios miles de los gudaris que fueron aprisionados en Santoña y en y en la campaña precedente, pues tuvieron la opción de incorporarse como voluntarios y terminada la guerra, como. Como soldados reengancharse en el ejército alzados.

César Vidal: No es así? Bueno, y de hecho el General Mola cuando se produce el alzamiento en Navarra, tardó varias semanas en declarar la ilegalización del PNV. Es decir, igual que los sindicatos de izquierdas, la UGT y la CNT, fundamentalmente, y los partidos del Frente Popular inmediatamente quedaron fuera de la ley. Con el PNV se pasó su tiempo y seguramente sí. El PNV en Vizcaya y en Guipúzcoa hubiera ido en otra dirección, pues a saber el tiempo que mola los hubiera tenido. Pero como usted muy bien indica. Efectivamente, tanto las bases, la militancia como muchos de los dirigentes del PNV se integraron en el Ejército alzado sin ningún problema de conciencia. Esa, esa es la realidad. Hablábamos de cómo en un momento determinado el PNV se coloca fuera de la guerra, traicionando a sus aliados del Frente Popular y pactando con los fascistas italianos. Efectivamente, muchos de esos soldados vascos acabaron en las filas del Ejército Nacional y ahí continuarían durante el resto de la guerra. Acaba la guerra. Hemos hecho esa referencia a un intento de acercamiento a los nazis. Pero bueno, todo el mundo sabe que los nazis perdieron la guerra en el año 45. Y claro, muchas veces es la más interesante de todas. Vamos a dar un salto en el tiempo. Yo sugiero a la gente que nos está escuchando que se compre esta biografía no autorizada del PNV, porque hay muchísimas cosas sustanciosas y jugosas que forzosamente tenemos que pasar por alto, pero que están integradas en sus páginas. Pero vamos a dar un salto a la aparición de ETA. Qué papel tiene el Partido Nacionalista Vasco en la aparición de ETA?

Fernando Vaquero: Pues inicialmente es un papel pasivo. El PNV, cuando los jóvenes de su entorno empiezan a agitarse, pues es una estructura. Estamos hablando de 951, es una estructura que está en la clandestinidad, que se mantiene a mínimos, que realiza en mínimas acciones de propaganda o de proselitismo bastante controlado por las autoridades policiales franquistas. Y entonces, bueno, pues hay un grupo de jóvenes, mayormente universitarios, que forman parte de la organización estudiantil del PNV. Ella Solidaridad, estudiantes vascos, entre los que destacan José María Benito Álvarez, Arancha Arregui, es decir, quienes darían un poco después en origen a ETA. No es un núcleo dirigente más potente y más duro. Viene entonces hacia 1951, pues estos jóvenes que son hijos del PNV, que que sus padres, sus hermanos, sus tíos han vivido la guerra civil, que han sido derrotados pues pues entienden que, que se han acomodado, que se han aburguesado y que no hacen lo suficiente por por la revolución vasca, no? Ellos también empiezan a estudiar otros fenómenos como. La descolonización en el Tercer Mundo. La decadencia de los imperios europeos. La emergencia de los movimientos de liberación nacional, el tercer mundo en la América Hispana, etcétera y lo que inicialmente es un grupo de estudios en acción, pues se constituye en un grupo más volcado a la acción y a la acción más que al estudio y a la filología y al montañismo. Llegan a fusionarse con las juventudes del PNV. Esa experiencia dura unos dos años y 166 958. Pero ven que liderazgo el PNV intenta dirigirlos con unos planteamientos que entienden en controladores y caducos. Y entonces? Pues ya a finales del 58 se van levantando a partir sobre todo de del grupo originario de De Ekin y de otros antiguos militantes de las juventudes del PNV organizando Euskadi TA Askatasuna, es decir ETA y lanzan su Manifiesto Legionario 959. Lo cierto es que si, por ejemplo, en una carta que escribe a Irujo reconoce no en nadie cho más por la libertad de Euskadi que el Partido Nacionalista Vasco. Bueno, pues ese es el espíritu con el que nace ETA. O sea, y cuando se proclama como organización autónoma, ellos reivindican y enlazan su legitimidad del propio Gobierno vasco. O sea, no surgen de la nada, no de una reflexión teórica. No, no, no, o sea, buscan unas referencias históricas y eso es lo vasco y no vasco. Evidentemente era una criatura del PNV, entre otras cosas porque eran una minoría, siempre bajo el dominio de lujo y demás. Consejero del Partido Nacionalista Vasco. Entonces, si no hubiera existido el PNV, ETA no habría aparecido. Habría parecido otra cosa una organización marxista o otra revista o sindicalista revolucionaria, quién sabe. Pero lo cierto es que es el caldo de cultivo. Pero ese caldo de cultivo, que tiene además unos vínculos personales, familiares, ideológicos, se prolonga a lo largo del tiempo y en lugares muy concretos como Venezuela, entre la colonia de exiliados y los jóvenes refugiados procedentes de Europa, no? O, por ejemplo, las asociaciones de ayuda a refugiados entre comillas vascos, que se establecen en el sur de Francia, dirigidos por gentes del PNV o de la STV o nacionalista vasca, que en definitiva es acoger y dar cobertura a los a los terroristas fugados de la España del franquismo y de la primera democracia. Entonces las relaciones son realmente muy potentes y de hecho, por ejemplo, en 1972, ETA se encuentra en un estado muy malo y una facción de las del PNV llamaba Herri el equilibrio, Herri Batasuna. Ahora no me acuerdo. Elegido resistencia vasca, pues con 500 militantes integran ETA y fortalece a ETA y proporciona a gente y y y continuidad a lo largo de muchos años. Es decir. César Vidal: Hay una situación que yo diría que muchos hemos vivido con enorme angustia, cuando no con cólera y con irritación, que es la la forma en que en un momento determinado actúa el Partido Nacionalista Vasco en relación con ETA. Estoy recordando esa frase que usted mencionó en uno de los capítulos de su libro de que ETA agitaba el árbol y el Partido Nacionalista Vasco recogía las nueces, que es una frase de Javier Arzallus y también la forma en que siempre era enormemente comprensiva hacia los terroristas de ETA y al mismo tiempo equidistante, en el peor sentido del adverbio distante de las víctimas. Qué pasa con el PNV? Una vez que llega la transición, que viene la Constitución, que el país vive de otra manera, que no existe la excusa de la dictadura de Franco en relación con ese terrorismo de ETA.

Fernando Vaquero: Bueno, pues el PNV tiene un discurso oficial mayormente de condenar la violencia, venga de donde venga, venga de donde venga. Es decir, habría dos violencias legítimas. O sea, ya en ese tipo de enunciados, pues ya hay una, una, una propuesta de resolución de carácter ideológica. Si hay dos violencias, ambas son rechazables. Una es la de ETA, la otra cuál es? Porque no podía, la del Estado, no? Es decir, una manipulación absoluta de la realidad. En su discurso oficiales de condena. Pero en la práctica ya apoyan a las víctimas de ETA. Ni les tiende un un brazo, ni sienten empatía de ningún tipo con las mismas. No les no se les apoya, salvo militancia a título individual y al contrario, se azuza por parte del propio Arzallus a que las diversas ramas de ETA persistan en la lucha. Porque hay mucho trabajo que hacer. Es decir, este Uriarte, por ejemplo, cuenta cómo en el año 80 81 el viaja al sur de Francia para hablar con gente de de las de ETA, político militar, para que entregaran las armas, se reintegraron a la vía política porque había ya pues un estatuto de autonomía, un sujeto que se auto gobernaba leyes en defensa del euskera, de justicia social. Y mientras tanto, Arzallus, entrevistado con ETA, político militar y con ETA militar. Déjate de tonterías. Tenemos mucho trabajo por delante, pero que son actas que ha publicado la izquierda abertzale en Gara en el momento que les ha resultado adecuado. Bueno, pues al principio hay un cierto apoyo del PNV muy tibio, pero las pocas semanas ya están en primera fila compartiendo pancarta con Arnaldo Otegi y la Batasuna de entonces para defender Euskadi contra los ataques al autogobierno. A Pero no era el momento de luchar contra el terrorismo, no? El PNV se moviliza para defender a Euskadi de los supuestos ataques contra el autogobierno del Estado español. Una pura excusa. Y todo esto por qué? Pues porque el PNV es un partido centenario y tiene una concepción estratégica que su objetivo es la independencia. La construcción nacional vasca no tiene prisa, no tiene la prisa que ha podido tener ETA y la izquierda abertzale. Y entonces, en muchas de sus tácticas, pues hay acuerdos puntuales, acuerdos de nación, acuerdos de país con la izquierda abertzale u otros posibles aliados en momentos muy determinados.

César Vidal: Lo cual es es evidente. Y en estos momentos, hasta qué punto se puede decir que el PNV ha ido experimentando una mutación, por ejemplo? Hasta qué punto el carácter confesional de catolicismo integrista que tuvo el PNV y que explica mucho lo que fue la trayectoria zigzagueante durante la Guerra Civil y durante la Segunda República? Es algo que se mantiene en el PNV o hasta qué punto es algo que el PNV ha decidido lanzarlo por la borda? Porque ya la Iglesia Católica no tiene el peso que tenía en su momento.

Fernando Vaquero: E Lo ha lo ha dicho muy bien el la Iglesia Católica, pues, y el PNV lo vive en primera persona y del Vaticano segundo. Se abren las puertas, entra de todo. Sacerdotes optan por, por, por, por la liberación con los pueblos y con las armas en la mano en el Tercer Mundo. Bueno, se produce una revolución. Mientras tanto, el País Vasco puede pasarse a una sociedad mayormente rural, a una sociedad urbana de una familia amplia. Se pasa a una familia nuclear mucho más individualista, a la que realmente puede dar una cierta cohesión, no una iglesia retirada, sino una ideología totalitaria y de amplios vínculos comunitarios como es el nacionalismo en cualquiera de sus expresiones. Y de hecho, a lo mejor sorprende esto a los radioyentes. Pero en una encuesta que realizó un centro Estudios de Moscú hace dos o tres meses, señalaba que los tres partidos de ámbito español con mayor número de ateos eran Esquerra Republicana, la CUP y el Partido Nacionalista Vasco. Es decir, el PEN. Si el PNV realmente va al albur de la historia y entonces, bueno, pues siempre ha tenido un vínculo muy potente y una capacidad de negociación, de diálogo con los poderosos de la época, llámense élites navales, financieras, la Iglesia porque era importante. Y ahora, bueno, pues es que el PNV fue de los primeros partidos que apoyó decididamente en España la agenda LGTB. Q plus. Claro, eso cómo se puede comprender con un supuesto humanismo cristiano? Bueno, pues porque ahora ya son un partido progresista y de hecho, cómo están alineados el PNV en la actualidad en el Parlamento Europeo con el Partido Demócrata Europeo? Y allí estaban grupitos italianos procedentes del Partido Democrático de la Izquierda. Están los social liberales franceses de Badiou. Formaciones nacionalistas como el occitano, bretón, etcétera, y que les une, que son progresistas.

Fernando Vaquero: Sí, y sobre todo en el menguante Partido Popular y Vox. Es ahí donde están el mayor número de creyentes se dan en partidos constitucionalistas?

César Vidal: Sí, sí. No, no, no lo creo. Lo creo perfectamente. Hay una cuestión, insisto. La verdad es que el libro es interesantísimo y uno no puede, lamentablemente, detenerse en todos los capítulos, aunque de verdad que merece la pena que ustedes lean, Lean Parade y relean el libro. Pero hay una cuestión que yo me resisto a despedirle sin sin antes abordarla, que es la del Partido Nacionalista Vasco y la corrupción. Es decir, yo he escuchado en multitud de ocasiones como dentro. De esa imagen absolutamente falsa que da el PNV de sí mismo y que al final siempre son los buenos chicos. Yo recuerdo un vasco no nacionalista que me decía que lo que más le jeringa del del Partido Nacionalista Vasco es que siempre iban dando la imagen de los buenos chicos que no se correspondían absoluto con la realidad. Pero es cierto que eso ha sucedido también en el terreno de la corrupción. Han conseguido que no saliera casi nada de la corrupción del PNV e incluso yo escuché algún político diciendo al final los que menos roban son los de la txapela. Bueno, que qué ha pasado con esa corrupción que prácticamente sistémica en España, que ha salpicado a los partidos en general? Qué ha pasado con el PNV y la corrupción?

Fernando Vaquero: Pues lo que ha pasado es lo que vienen a denunciar mayormente dos investigadores de la izquierda abertzale que han escrito en dos libros titulados, algo así como jóvenes del WhatsApp. Es decir, los hijos de la segunda generación de líderes del Partido Nacionalista Vasco. Sus padres habrán dedicado a a la lucha, a la implantación del Estatuto, a la consolidación de la de de. Del partido, de. De las estructuras de autogobierno. Pero sus hijos y algunos de ellos mismos se han dedicado a cobrar comisiones en la Diputación Foral de Álava, en el Ayuntamiento de Vitoria, en el Ayuntamiento de Guernica. Vamos a ver una de las primeras tramas en ser enjuiciada y por eso los responsables ser condenados a penas de prisión. Es la llamada trama trama Miguel de de Vitoria, pues era un varios parlamentarios forales del Partido Nacionalista Vasco que cobraban por todo, o sea por participar en las oposiciones, por recalificación de fincas e industriales e implicando a empresarios catalanes que concursan, etcétera, etcétera. Entonces, actualmente hay una docena de casos en varios ayuntamientos. Afecta también a la Diputación Foral de Bizkaia. Pues. Entre otros. Por ejemplo. Que fue su presidente el principal encargado de la de la de la Inspección de la Diputación Foral de Bizkaia. Y a cambio de una cantidad, pues lo que hacían era eximir de inspecciones tributarias a las empresas que cotizaban, no? Entonces, bueno, pues ahí cualquiera puede leer mi libro, pero puede buscar pues otros libros especializados y verán que ese, ese, ese tópico de que los vascos gestionan mejor. Pues que no es verdad eso, porque hay corrupción a todos los niveles. O sea, si ya la imposición del lenguaje es una forma de corrupción política, de corrupción moral o la discriminación positiva, no? O lo que se está diciendo ahora. Para ser profesor de autoescuela tienes que saber euskera, no? Pero si el euskera lo habla el 20% o el 15% cotidiana y mente y en la intimidad y el resto en instancias oficiales, da igual. Pues esto se acaba de aprobar hace unos días en el Parlamento Vasco, con el apoyo Partido Socialista, por cierto. Bueno, pues aparte de la corrupción de carácter moral, ideológica, de imposición de un programa de ingeniería social, pues les gusta el dinero y hay un montón de gente de varios ayuntamientos, pues con todo tipo de de de sumarios condenados a penas de prisión por fraude, por bueno, bueno, numerosos cargos de carácter penal y fiscal.

César Vidal: Bueno, pues es bastante significativo. Una última cuestión, don Fernando. José, hacia dónde va el PNV?

Fernando Vaquero: Bueno, el PNV policy policy, como se dice, es decir, despacio, va hacia su a, a su proyecto final, que es la conformación de un País Vasco independiente, soberano en una Europa federal que no se sabe muy bien cuándo, cómo se se conformará, pero a medio plazo pues a muy corto plazo, pues tiene un tiene un rival formidable que es la izquierda abertzale. Conforme los los medios de Moscú, los de izquierda abertzale suben en intención de votos y la izquierda abertzale viene vendiendo la idea de que se puede formar una alternativa o no progresista para desbancar al Partido Nacionalista Vasco. Entonces la izquierda sale, cuenta con el Partido Socialista y lo que quede de Podemos para conformar esa esa mayoría de progreso de la que vienen hablando todos los fines de semana a Arnaldo Otegi en sus mítines, manifestaciones y encuentros de que vienen realizando constantemente. Entonces el PNV, pues el PNV es un partido que sin duda tiene implantación popular, es muy identificado con un modelo de partido Estado, pero va a ser duramente cuestionado por sus por sus hijos más radicales, que es la. La izquierda abertzale no va a tener entonces un futuro pacífico, porque la izquierda abertzale va a ser un competidor muy fuerte y además en el futuro se presentan importantes interrogantes. El País Vasco y Navarra son de los territorios europeos con con un índice de fertilidad más bajos del mundo y por supuesto, de Europa. La renovación, la sustitución demográfica va a tener lugar. Cómo se van a integrar estas nuevas comunidades exclusivamente con el euskera si no asumen otros valores salvo el euskera que se utilice solo oficialmente, pues puede generar todo tipo de conflictos sociales y el estado del bienestar social vasco que que tiene unos puntitos a lo mejor de. De mayor calidad que otras comunidades. Lo que siempre se puede discutir. Pues pues va a tener serias dificultades. Entonces el PNV se va a encontrar con unos retos muy importantes. Ayer mismo publicó un artículo sobre el asunto de económicos de El País Vasco, en el que se cuestionaba, no recordando por supuesto los mitos que se ven diciendo no endeudamiento, etcétera Pues el País Vasco realmente está en una situación muy difícil, compleja, con unos índices de crecimiento económico muy inferiores a Madrid y otras muchas comunidades autonómicas. Y entonces va a tener conflictos en el plano político, lógicamente de competencia con un enemigo que comparte un objetivo final, pero evidentemente les quieren quitar la moqueta y los despachos, que es la izquierda abertzale y que es un enemigo formidable, que no va a tener reparo en en movilizarse e intentar bancarlo. Y luego pues a nivel de política interior, desarrollo económico, cohesión social, evolución geográfica, tiene unos retos realmente tremendos.

La verdad es que casi da la sensación de que al final la historia va a acabar pasando factura al Partido Nacionalista Vasco, lo cual no dejaría de ser un episodio de justicia cósmica. O sea, las cosas como son, aunque todo, todo, hay que reconocerlo. En fin, yo le tengo que agradecer muchísimo este tiempo que nos ha dedicado. Sinceramente tengo que decirle que el libro insisto en ello para la gente que nos está oyendo, es un libro magnífico y por supuesto, hay gente que alguno de los episodios los conocerá. La traición del Partido Nacionalista Vasco en Santoña o la relación con ETA o el racismo furibundo de Sabino Arana. Pero encontrar todos esos episodios en un libro explicados, documentados, es enormemente difícil y hace que esta biografía no autorizada del PNV resulte verdaderamente interesante. Insisto, yo he disfrutado enormemente con ella y la verdad es que recomiendo a la gente que la pueda leer porque. Porque es un libro absolutamente interesante. Es un libro interesante y de lectura obligatoria. Le doy las gracias por todo y cuando estos estas entrevistas se realizaban en el estudio y eran vis a vis y cara a cara, yo tenía la costumbre de regalar siempre al invitado que había tenido como usted, la paciencia y la gentileza de someterse a la batería de preguntas le regalaba uno de mis libros, se lo dedicaba, le decía que no estaba obligado a leerlo ni mucho menos. Fernando Vaquero: Well, what has happened is what has been denounced by two researchers of the abertzale left who have written two books entitled, something like WhatsApp youth. That is, the children of the second generation of leaders of the Basque Nationalist Party. Their parents will have dedicated themselves to the struggle, to the implementation of the Statute, to the consolidation of the de. Of the party, of. Of the structures of self-government. But their children and some of them have dedicated themselves to collecting commissions in the Provincial Council of Alava, in the City Council of Vitoria, in the City Council of Guernica. We are going to see one of the first plots to be prosecuted and therefore those responsible will be sentenced to prison terms. It is the so-called Miguel de Vitoria plot, since it was a group of several provincial parliamentarians of the Basque Nationalist Party who were paid for everything, that is to say, for participating in the competitive examinations, for requalification of farms and industrial estates and involving Catalan businessmen who bid, etcetera, etcetera, etcetera. So, at present there are a dozen cases in several town halls. It also affects the Provincial Council of Bizkaia. Well. Among others. For example.
